This marks a significant recognition of the mobility challenges faced daily by the OKU community across Malaysia.We thank Prasarana (the government agency charged with the transformation of the country's public transportation systems and services), the Transport Minister, and the Prime Minister for listening and responding to the voices of the OKU community. It is heartening to see the government taking positive action to address our call for inclusive public transport.These mobility vans are sorely needed given that none of the existing e-hailing or demand-responsive transit (DRT) services in Malaysia are wheelchair-accessible. At present, only two mobility vans operate across the entire Klang Valley, with waiting times stretching from several days to months. The Budget 2026 allocation therefore represents a much-needed lifeline.The decision to roll out 100 vans is an important milestone as it helps to complement the existing transport network and bridge the mobility gap. To achieve full inclusion, they should be embedded within a broader vision of universal accessibility that is supported by sustainable planning, adequate funding, integration into the wider network, and adherence to universal accessibility standards.We therefore recommend the following measures to ensure meaningful benefits:> Real-time on-demand services: Replace the current pre-booking system with a real-time booking model, where passengers can instantly book, track the van, know the driver, and receive an estimated time of arrival – similar to Grab and other DRT platforms.> Integration with public transport: Vans must complement, not replace, the wider transport network. They should be linked to the MRT, LRT, and bus corridors to provide seamless first-mile and last-mile connections.Positive signs from Madani, now fine-tune the delivery> Universal design compliance: All vans and supporting infrastructure must comply with universal design and accessibility principles. For the built environment, this includes MS 1184 and MS 1183, while for vehicles, it means alignment with international best practices and standards (eg, ramp or lift access, securement systems, step-free entry, adequate interior turning space, etc) to ensure safety, dignity, and usability for OKU users.> Equitable nationwide distribution: While the Klang Valley faces acute needs, smaller towns and rural areas often face complete exclusion. Roll-out must therefore be nationwide, based on demand and equity.> Sustainable operations: Beyond procurement, resources must be allocated for maintenance, driver training, booking systems, and long-term service operations and continuity. Many past initiatives have failed due to lack of follow-through.> Meaningful consultation and oversight: “Nothing about us without us.” The design, deployment, and monitoring of these vans must involve OKU organisations and advocates. This should include ongoing feedback mechanisms and periodic reviews to ensure the vans and booking systems remain genuinely usable and responsive to OKU needs.> Accessible pick-up/drop-off points, walkways, and infrastructure: Work with local authorities to ensure that pick-up/drop-off points, walkways, crossings, and feeder paths are universally accessible and barrier-free. Without safe and continuous infrastructure, mobility vans and other transport modes cannot truly serve wheelchair users and OKU community. Accessibility must extend beyond the vehicle to the entire travel chain.Malaysia is preparing for Visit Malaysia 2026 and carries Asean’s theme of “Inclusivity and Sustainability”.
